The cards of other players can be moved only after the dealer racks the pot. You can touch or move the cards of other gamblers only if they permit it. You cards are safe if you put them face down on the table and put a chip on top of them. The cut of the deck is offered to the player to the dealer’s right. It is up to the player to decide whether to cut the deck or not. He can let another player to his right do it. The cards can be dealt without cutting. It is called tapping.
